WA’s new surrogacy laws likely to pass after Greens signal support

By Hamish Hastie

The Cook government’s surrogacy bill looks set to pass the upper house with little trouble after the Greens threw their support behind it this morning.

Under the proposed laws, people will no longer have to demonstrate they are infertile to access assisted reproductive technology and access to surrogacy will be expanded to same-sex couples, transgender people and singles.

The bill passed the lower house in September with both Labor and the Liberals allowing a conscience vote.

With the Greens’ support, it will likely pass the upper house this week.

Greens leader Brad Pettitt said for too long WA’s outdated surrogacy laws have discriminated against some members of our community who wish to start a family.

“This important reform will allow all LGBTQIA+ people the opportunity to start a family in Western Australia; a change the Greens have long been advocating for,” he said.

“The rights of LGBTQIA+ folks are non-negotiable and that should include the right to start a family and to be supported by our health care system to do that.”

All sides of politics have called for respect during the upper house debate.

Conservative Liberal MP Nick Goiran will also speak on the bill during the debate but Opposition leader Basil Zempilas said he would not need to be pulled into line.

“I think it would be worth listening to what Nick has to say about the history of what took place last time. I think there are some misconceptions, and I would recommend you have a listen to his speech when he has the opportunity to make it,” he said.

Linda Reynolds files bankruptcy proceedings against Brittany Higgins

By AAP

Brittany Higgins has been dealt another financial blow after her former boss launched bankruptcy proceedings to recoup costs awarded from her defamation win.

Former WA senator Linda Reynolds sued Higgins over a series of social media posts the ex-Liberal senator believed damaged her reputation.

A Western Australian Supreme Court in August found the posts were defamatory and awarded damages of $315,000 plus $26,109 interest to Reynolds.

Higgins was also ordered to pay 80 per cent of Reynolds’ yet-to-be-determined legal costs, but is appealing elements of the judgment.

She is challenging the damages and costs orders, and the finding that she breached a 2021 deed of settlement between the pair by referring to herself as a “defamation victim” in an Instagram post.

Reynolds confirmed on Tuesday that she has filed a creditor’s petition in the Federal Court, claiming Ms Higgins “failed to comply” with a bankruptcy notice issued to her several weeks ago.

“It is unfortunate that I have to take this step in this long-running saga,” she said in a statement.

“As I have said, this is conduct which comes as no surprise to me however what should be plain now is that I am committed to seeing this through to the end.”

Federal Court records show the former senator filed the bankruptcy proceedings against Higgins on Friday.

Higgins’ husband David Sharaz has also been served with similar bankruptcy proceedings by Reynolds.

The ex-political staffer apologised to Reynolds following the former defence minister’s high-profile five-week defamation trial victory in September 2024.

The trial centred on a tweet Higgins and her husband published in January 2022, which carried imputations that Reynolds pressured Higgins not to proceed with a sexual assault complaint and that she was a hypocrite in her advocacy of gender equality and female empowerment.

Justice Paul Tottle found Higgins’ social media posts were defamatory.

Tourism minister Reece Whitby said the service allowed visitors to enjoy everything the island had to offer.

“Rottnest Island offers a range of evening experiences, with the later ferry departures enabling visitors to stay longer and enjoy unique dining offerings,” he said.

“The 9pm ferry service supports the island’s diverse economy by enabling island workers to commute later and businesses to extend their operating hours, creating more opportunities for evening trade, tourism and jobs.”

Perth schools riddled with defects, opposition claims

By Holly Thompson

An assessment of WA public schools has revealed more than 10,000 maintenance defects including cracked walls, crumbling ceilings and asbestos.

The audit, looking at conditions at the state’s 834 public schools, was tabled in parliament recently.

Esperance Senior High School recorded the most defects – 121.

Manjimup Senior High School recorded 87, Kent Street Senior High School recorded 86, Shenton College 85 and Singleton Primary School 79.

Shadow Education Minister Liam Staltari said the report laid bare the state of disrepair and neglect many students and teachers were working in.

He said the government should be “ashamed” of the conditions.

“This reality must be compounding teacher stress and the sense of disrespect that we know is driving record resignations,” Staltari said.

“This report is a long-overdue wake-up call. No one should have to work and learn in these conditions and the Government needs to sit up and listen.”

Education Minister Sabine Winton said the worst of the defects had already been rectified by the time the findings from the audit had been published.

“Since coming to government, we’ve made it a priority to fix a significant backlog of maintenance issues at our public schools caused by years of neglect under the previous Liberal-National Government,” she told the West Australian.

“A well-maintained school supports not just learning, but also pride and belonging among students, staff and their communities.”

Today’s weather

Welcome to our live news blog

Good morning readers, and welcome to our live news blog for Tuesday, October 14.

Perth commuters, do you feel like your spending more time in your car than ever? You’re not imagining it.

Travel times from Google Maps show that if a driver is commuting between Joondalup and Perth City at 8am on a Monday morning, they can expect to spend up to 50 minutes in the car.

If they travel from Cockburn Central, it’s 55 minutes. From Midland, it’s an hour.

Experts said this aligns with new figures revealed by Main Roads WA, which shows drivers are spending up to 10 per cent more time in their cars than in the five years previously.

Meanwhile, new research from the Australian National University challenges the claim emissions from Woodside’s $18.9 billion Scarborough gas project off WA’s coast will be “negligible”, while also directly quantifying a project’s climate impact for the first time.

And, the WA mining sector has made almost no improvements when it comes to balancing the number of men and women in the workforce over the past three years, new research has found.
