One man, who is yet to be identified, was declared dead at the scene after he was pulled from the water by surf lifesavers.
Officers continue to search for the teenage boy believed to have been a passenger on the boat, with assistance from a police helicopter and marine authorities.
Paramedics discovered another man on the rocks bleeding from lacerations on his left leg, and winched him from the rocks before raising him into a rescue helicopter. He was lowered onto a nature clearing near the foreshore car park, and has now been transported to hospital
