There are many questions being raised about the effectiveness of the current warning system in place for Texas' flood-prone Guadalupe River Basin. Kerr County officials started discussing the issue eight years ago in the aftermath of another river flood, but cost was a major obstacle. As a result, communities have continued to rely on an archaic word-of-mouth system to learn about impending threats. Avantika Gori is a professor at Rice University leading a federally-funded project to improve flood resilience in rural Texas counties. She joined CBS News to discuss the flooding.
