Firefighters attended, with the roof structure of the building destroyed by the flames.
Two people were taken to Fiona Stanley Hospital to be treated for smoke inhalation, while others were treated at the scene.
Five residents have been displaced and are being assisted by the Department of Housing to find alternative accommodation.
The WA Police arson squad is investigating the fire, with fears it was deliberately lit by a male seen fleeing the area shortly afterwards.
A spokeswoman said the police were seeking the public’s assistance for information.
“One home unit was destroyed by the fire and two neighbouring units damaged,” she said.
“Arson Squad officers urge anyone who saw any suspicious activity, in the vicinity of Erpingham Road, or who has any information relating to this fire, to contact Crime Stoppers online at www.crimestopperswa.com.au or by calling 1800 333 000.
“Rewards of up to $25,000 are available for information that leads to the identification and conviction of an arsonist.”
The complex is owned by the State Housing Commission.
