Gangster accused of Sydney CBD bikie murder plot loses freedom bid

A member of a powerful crime family accused of orchestrating a murder plot against a rival underworld bikie outside a Sydney police station on Christmas Day has lost his chance at relative freedom and will remain behind bars.

The murder plot was foiled only because a keen-eyed parking inspector noticed a car that would have been the getaway ride parked illegally in the heart of the CBD.

Omar Haouchar has lost a long-running bid to be released from custody ahead of his trial on a charge of conspiracy to murder.

Omar Haouchar, a 33-year-old member of a crime network bearing his family name, was charged in January with conspiracy to murder Commanchero bikie associate Andre Kallita, court documents say.

Haouchar was on parole at the time of his arrest, spending in the community the final years of a 10-year sentence imposed in 2018 for robbery with a dangerous weapon, directing a criminal group and other crimes.

Upon learning about Haouchar’s arrest over the planned execution of Kallita, the State Parole Authority revoked his parole.

The decision meant Haouchar would spend at least another year behind bars seeing out his robbery convictions, no matter what happened in his conspiracy to murder trial.

Omar is the brother of Bilal Haouchar (pictured), the alleged commander of the billion-dollar crime syndicate, who is now in prison in Lebanon.

But the gangster railed for freedom from behind bars.

Haouchar unsuccessfully attempted to get bail from the NSW Supreme Court in February, when a judge concluded encrypted chats contained “powerful evidence of an agreement … to murder Andre Kallita by shooting him in the vicinity of Day Street Police Station in the Sydney CBD”.

Prosecutors alleged there was enough evidence to prove Haouchar had used the codename “Invisible” in the chats on the app Threema.

In June and July, Haouchar attempted again, offering a multi-million-dollar cemetery to secure his release.

“I’ve never seen a cemetery offered as security before,” Justice Ian Harrison said before granting Haouchar bail.

However, Haouchar could not be released without the SPA’s approval, and it refused.

His legal team said evidence tying him to the “Invisible” account was weak. They said Haouchar was willing to wear an electronic ankle monitor, to give up any phones and that he would have his psychologist visit him at home.

Hitmen were allegedly instructed to have eyes around Day Street Police Station, where Andre Kallita was reporting to police, ahead of the murder on Christmas Day 2023.

His lawyers challenged the SPA’s decision in the Supreme Court, saying Haouchar had been “denied procedural fairness”.

Acting Justice John Griffiths on Friday ruled against him, throwing out technical arguments about hearing dates and notification letters.

“Mr Haouchar has not persuaded me that there is any basis to doubt that the SPA gave full consideration to all the material before it,” Griffiths said.

Haouchar will now remain behind bars while still technically on bail at least until April 2026, when his robbery sentence completes.

Tarek Ayoub, known in crime circles as the Angel of Death, was himself gunned down in Parramatta.

A Supreme Court file, obtained by the Herald, details the alleged Kallita murder plot.

The documents allege the Haouchar Organised Crime Network was feuding with the Commanchero bikie gang in 2023.

A group of Haouchar associates, including hitman Tarek Ayoub, known as the Angel of Death, plotted to kill Commanchero boss Alen Moradian over Kallita’s drug debts, the documents claim.

Moradian was gunned down in his Audi in the underground car park of his Bondi Junction apartment in winter 2023.

Just before Christmas 2023, according to chat transcripts in the court document, Ayoub used the handle “Stone Cold” to speak with Haouchar, allegedly using the name “Invisible”, and an alleged teenage hitman named Anthony Pele, who used the handle “TopBoy” among others.

In a chat titled “URGENT”, the Haouchars allegedly discussed surveilling their target and “going live”.

TopBoy allegedly suggested using a drone to spot Kallita as he reported to the Day Street police station to give “hitters” the signal to attack him as he walked back to his apartment.

“So hitters need someone to sit off cop shop, spot him, notify the hitters… Yeah that’s not a bad idea to a drone,” Invisible replied.

Anthony Pele, another alleged member of the Haouchar network, is now NSW’s most wanted man and is in hiding overseas.

Invisible later tells the group he was shutting down the chat as no one appeared “interested”. But police allege others continued the plot in similar, separate conversations, slated for Christmas Day.

That morning, two of the would-be alleged hitmen discuss getting Kallita’s “brains” as their “present”.

Kallita’s death may have been averted, the documents allege, when a “ticket guy spotted the hitters” parked illegally in a stolen silver Mercedes, according to intercepted messages.

“Dog got lucky today,” one wrote.

Kallita is now believed to be living offshore.

The alleged head of the Haouchar crime network, Bilal Haouchar, has been jailed for eight years in Lebanon over drug supply and money laundering, according to NSW Police.

Ayoub was executed in a quiet Parramatta street in August 2024 a year after Moradian was killed.

“He lived by the sword and died by the sword,” police said at the time.

Pele, NSW’s most wanted man, is on the run for his alleged roles in shootings and criminal plots across Sydney. Police have branded him a “coward”.
