The attack happened in Riseholme, near the Ortongate Shopping Centre in Peterborough, at about 19:00 BST on Sunday.
Cordons remain in place around the area and some flowers have been left at the scene. Detectives believed the stabbing was not a random attack.

The 16 year-old girl, from March, has also been arrested on suspicion of possession of a bladed article. All of the teenagers remain in police custody.
