A pursuit was initiated about 1.35pm in nearby Hebersham.
The chase was called off shortly after due to safety concerns, but the police helicopter continued to monitor the car from the air, tracking it to the car park of the Mount Druitt Westfield about 2pm.
A 21-year-old man was arrested inside the shopping centre and taken to Mount Druitt police station.
Inquiries are continuing into the incident, a NSW Police spokesperson said in a statement.

Vision from the scene shows police standing on top of a knife and surrounding a man on the ground.
The incident occurred at the same western Sydney Westfield where police shot a man armed with a machete in July while responding to reports of a brawl.
