Camp Mystic counselor Chloe Childress, who died during the devastating Texas floods, stayed in place during the natural disaster because she was obeying authorities, her parents, Wendie and Matthew Childress, said. Their efforts to institute new safety rules at camps for children will pay off today when the Texas governor signs a new law on the matter. CBS News' Jason Allen reports.
